Dr. Peter Putnam, P. Geol

CHAIRMAN & CHIEF EXECUTIVE OFFICER, CO-FOUNDER OF CEP LTD

Experience: Mr. Putnam has more than 30 years varied experience in research, operations (exploration, development, and thermal oil recovery), corporate management, strategic positioning, equity raising; and broad international experience covering 6 continents and over 30 countries. Dr. Putnam is a proven value creator who has led several companies, including CEP, into significant land positions in Canada, France, Australia, Germany, and Algeria.

Dr. Alula Damte, P. Geol

PRESIDENT & CHIEF OPERATING OFFICER, CO-FOUNDER OF CEP LTD

MANAGING DIRECTOR OF CEP GMBH

Experience: Dr. Damte has 20 years of petroleum industry and related teaching experience with expertise in petroleum systems analysis of basins in North, East and West Africa, North and South America, Western and Central Europe, and Western Australia. Throughout his industry career, he has provided solutions to structurally complex problems at the basin to prospect scale. He is also responsible for the identification of petroleum opportunities including the eastern Germany play concept for CEP. At CEP he has been the lead negotiator for farmouts and during capital raising efforts.

Mr. Paul McDougall, B. Comm, CA

CHIEF FINANCIAL OFFICER

Experience: Mr. McDougall obtained his Chartered Accountant designation with Price Waterhouse and then quickly moved into the growing international oil and gas industry based out of Calgary. After a year spent as court appointed monitor with Deloitte and Touche, working on the Hurricane Hydrocarbons (Petrokazakhstan) restructuring, Mr. McDougall joined Centurion Energy International Inc., a junior oil and gas producer based in Calgary and operating in North Africa (Egypt and Tunisia). His Centurion experience culminated six years later with the sale of the company in late 2006. Thereafter, Mr. McDougall joined the OSUM Oil Sands Corp. team as Chief Financial Officer. In late 2009, Mr. McDougall left OSUM to do some personal consulting and joined Central European Petroleum Ltd. as CFO in early 2011.

Mr. Jaap Bouwman, Economist

EXECUTIVE VICE PRESIDENT, CEP GMBH

Experience: Mr. Bouwman is a successful business executive with over 30 years experience. He has a proven track record of successful operations, strong negotiator with extensive experience in building business relationships, with in-depth knowledge of multicultural business environments in Europe, North America, the Middle East, Africa and New Zealand. Mr. Bouwman has worked with CEP since August 2005.

Ms. Belle Toren, J.D.

VICE PRESIDENT, LEGAL AND GENERAL COUNSEL OF CEP LTD

Experience: Ms. Toren has over 25 years of legal experience in the petroleum industry and has worked on projects in over 21 countries. As the former Vice President Legal of Triton Energy Ltd., which was acquired by Hess Corporation in 2001 and then as Triton’s General Counsel, she was responsible for all legal work pertaining to Triton’s international exploration, new venture opportunities, and development and production projects. She has extensive experience drafting and negotiating international oil and gas agreements as an associate lawyer (1985-1991) at Thompson & Knight LLP in Dallas, Texas, as a lawyer at Triton/Hess (1991-2003), and as an international petroleum consultant (2003-2011) following Hess and while at Gowlings in Calgary. Ms. Toren has worked with CEP since 2008 and joined CEP in early 2011.

Education: J.D. with High Honors, Duke University School of Law, 1985; B.A.S. with High Honors, Summa Cum Laude, Guilford College, 1982.

Mr. David Bertram, P.Eng.

VICE PRESIDENT ENGINEERING OF CEP LTD

Experience: Mr. Bertram has more than 30 years of world-wide experience in petroleum engineering operations, oil and gas field appraisal & development planning, production forecasting, economics, reserves evaluation, and M&A. He worked in production operations and reservoir engineering for Home Oil until 1992, when he joined Shell International: worked in PDO (Muscat) on gas-condensate field appraisal and development planning and then was seconded to Maersk Oil (Copenhagen), where he managed petroleum engineering operations for the Tyra Centre in the Danish sector of the North Sea. Dave then became a partner in Adams Pearson Associates (now part of RPS Energy), where he worked as a reservoir engineering specialist on world-wide projects before starting his own reservoir engineering consulting company in 2006. Mr. Bertram joined CEP in early 2009.

Dr. Thomas Schröter, Geologist

VICE PRESIDENT FINANCE, ADMINISTRATION & STAKEHOLDER Relations, CEP GMBH

Experience: Dr. Schröter worked internationally for over 25 years in the E&P industry and the energy utility industry mostly in business development/new ventures with a long track record of successful acquisitions in both industries and many countries on five continents. Repeatedly he has been mandated to lead the acquired businesses as Managing Director or CEO of the operating companies. He has held senior or executive positions with Veba Oel AG, Stadtwerke Leipzig, Kuwait Energy Company and their regional affiliates in eight countries and has been posted repeatedly internationally, living cumulatively eleven years abroad in USA, Libya, Kazakhstan, Poland, Kuwait, Ukraine. Dr. Schröter joined CEP at end 2010.

Mr. Travis Wetzlaugk, B.S. Pet, Eng.

VICE PRESIDENT OPERATIONS, CEP GMBH

Experience: Mr. Wetzlaugk has more than 20 years of international experience in petroleum engineering operations having held senior engineering positions and management roles in junior and major E&P entities and a major service company. He commenced his career in 1990 with Chevron Canada as a drilling engineer gaining invaluable experience in remote locations and harsh drilling environments. He later moved to Schlumberger joining the IPM group where as a senior member of the operational team delivered multi-well offshore and onshore drilling campaigns for various clients in SE Asia and Australia. From 1997 through 2005 he consulted as a Senior Drilling Engineer/ Project Manager to Pogo Thailand, later Chevron Thailand, BHP Billiton in Algeria and Pogo in Hungary. Following the acquisition of Pogo Hungary by Toreador Resources in 2005 he led the organization, in the capacity of Managing Director, through an extensive onshore exploration and field development program including multiple seismic campaigns, drilling of conventional and unconventional reservoirs and achieving first production from early discoveries. Following the sale of Toreador Hungary in late 2009 to one of its strategic partners, Rohöl Aufsuchungs Aktiengesellschaft, he remained on to transition over to the new management team. Thereafter he cofounded a consultancy project management company providing project management services to a junior operator in Northern Spain and an independent operator in Angola. Mr. Wetzlaugk joined CEP in November 2011.

Mr. Francois Legault, P.Geol.

MANAGER, EXPLORATION OF CEP LTD

Experience: Mr. Legault has 17 years in the petroleum industry, focused mainly on prospect generation in North and South America, Western Europe and North Africa, and the drilling of these prospects in North America. He worked for 8 years at Talisman Energy Inc., exploring and building a new core area in the Rocky Mountain Foothills of Northern Alberta, Canada. His responsibilities included the management of a team of 11 earth science professionals, and up to 8 drilling rigs. The main play concept was to drill horizontal wells in tight, fractured carbonate rocks. As a result of Mr. Legault’s efforts, Talisman proved-up over 500 Bcf of reserves in this area, with daily production peaking at 14300 BOE/d (~90 MMcf/d). He also gained experience in geo-cellular modeling and waterflood optimization while working on a mature oil field in the Paris Basin for Vermilion Energy Inc. Mr. Legault joined CEP in mid-2010.
